LCP - On July 11, the Lao Cai Provincial People's Committee held a working session with Viglacera Corporation to assess the progress of the investment project for the construction and operation of infrastructure for the Tran Yen Industrial Park (Phase I).

Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, and Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, attended and co-chaired the meeting.

The representative of Viglacera Corporation presented a brief report on the implementation of the investment project for the construction and operation of infrastructure for the Tran Yen Industrial Park (Phase I).

The investment project for the construction and operation of infrastructure for the Tran Yen Industrial Park (Phase I) has a total investment capital of VND 2,184 billion. The project is located in Bao Hung and Minh Quan communes, Tran Yen District, Yen Bai Province (now merged into Au Lau Ward, Lao Cai Province).

According to the report, the total land area to be cleared in Phase 1 of the project is 254.59 hectares (of which the first batch covers 108.37 hectares involving 186 affected parties, including 183 households and 3 organizations). Phase 2 will involve site clearance for an additional 146.22 hectares. To date, inventories have been completed for 180 out of 183 households and 3 organizations. However, because verification of land origin, household registration, occupations, and assets formed on agricultural land has not been finalized, there is currently no legal basis to apply other forms of support for the remaining households, and no public disclosure has been made.

Regarding compensation and support for the relocation of graves, the Compensation, Support, and Resettlement Council had encouraged residents to relocate graves voluntarily since December 2024. To date, a compensation and support plan for 100 graves has been approved under Decision No.1448/QĐ-UBND dated May 13, 2025, with a total amount of VND 3.109 billion. Compensation funds have been paid in accordance with regulations.

The compensation, support, and resettlement plans have been publicly disclosed in 5 rounds, covering 66 households, with a total compensation amount of VND 41.9 billion over an area of 35.8 hectares. To date, compensation has been paid to 49 households and individuals, with a total value of VND 33.5 billion over 23.2 hectares; 12 households have not yet agreed to sign the compensation plan.

For the 15.0-hectare area prioritized for the project’s groundbreaking, land clearance was completed in June 2025.

At the working session, the representative of Viglacera Corporation proposed that Au Lau ward continue to carry out the tasks assigned to the Compensation, Support, and Resettlement Council of Tran Yen district; accelerate construction progress to hand over land at the Truc Thanh Resettlement Area (Phase 2) to households whose residential land is being acquired; complete land clearance for the western area (109 hectares) before October 2025; and complete land clearance for the eastern area (145.6 hectares) within 2026.

Mr. Tran Viet Quy, Secretary of the Party Committee of Âu Lâu Ward, delivered a report on compensation and land clearance work.

According to the report from Au Lau ward, for Phase 1 of the resettlement area's land clearance, compensation and support plans have been approved for 24 out of 25 households, with issues remaining for 1 household.

For Phase 2, the total land area to be acquired is 10.69 hectares, affecting an estimated 48 households and 1 organization (land managed by the former commune-level People’s Committee). To date, detailed inventories of land and assets on the land have been completed for all 48 affected households and individuals. Compensation plans have been approved for 47 households, totaling VND 28.3 billion.

Regarding the current status of the resettlement area, the investor is completing procedures for land allocation and is applying for the allocation of 120 lots, with each lot expected to range from 120 m² to 180 m². The resettlement area is currently under construction but lacks complete infrastructure (electricity, water supply). It is not yet sufficient to accommodate all households expected to be eligible for resettlement. The area designated for resettlement within the same project remains inconsistent. In addition, difficulties persist in the land clearance process, particularly concerning compensation unit prices for crops on land and staffing for project implementation tasks.

At the working session, representatives from the provincial Departments of Agriculture and Environment, Construction, the Provincial Industrial Park Management Board, and other relevant units directly discussed and clarified several issues related to land clearance, compensation, support, and resettlement for the project, as well as matters concerning the provision of electricity and clean water sources to meet the needs of investors within the industrial park.

On behalf of the provincial People's Committee leadership, Mr. Tran Huy Tuan, Chairman of the Provincial People's Committee, affirmed that the province will always stand alongside Viglacera Corporation to carry out project-related tasks. In the coming period, the province will continue to allocate additional personnel to participate in land clearance efforts and will direct relevant departments, sectors, and Au Lau ward to coordinate closely with Viglacera Corporation to ensure the timely implementation of land clearance and site handover in accordance with the set schedule.

Speaking at the session, Mr. Nguyen Anh Tuan, General Director of Viglacera Corporation - JSC, expressed his gratitude to the provincial leaders and committed that, as soon as the site is handed over, Viglacera will accelerate progress to promptly commence construction and implement the project components. He also expressed his hope that the leaders of Lao Cai province will continue to pay attention and create the best possible conditions to support Viglacera during project implementation. He requested the province to continue directing relevant units to carry out surveys for the construction of clean water supply systems and to expedite the completion of electricity supply infrastructure as planned to ensure the needs of investors in the industrial park are met. Additionally, he proposed that the province consider surveying and allocating additional land reserves for building worker housing within the industrial park.

In his concluding remarks at the working session, Mr. Trinh Xuan Truong, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, affirmed that Viglacera Corporation is always considered a strategic partner of Lao Cai province. In the time ahead, Lao Cai province will continue to give its utmost attention and create the most favorable conditions for the investor to implement the project, especially in terms of resolving administrative and land-related procedures.

Mr. Truong requested the Provincial People's Committee to continue directing relevant departments and sectors to allocate additional personnel to participate in the land clearance process; to continue surveying and studying for the implementation of investments in clean water supply and electricity supply infrastructure; to review and adjust the lot sizes at resettlement areas for greater suitability; and to study adjustments to the compensation unit prices for crops.

For Au Lau ward, he asked for continued efforts to accelerate the land clearance process and promptly implement compensation, support, and resettlement for households affected by the project. There must be a determined effort to complete land clearance for the western area by October 2025 and for the eastern area within 2026.

He also expressed his hope that in the future, Viglacera Corporation will continue to explore opportunities for cooperation to implement additional projects in Lao Cai province, thereby contributing significantly to the province's socio-economic development.
