Attending the conference were: Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen The Phươc, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee; Mr. Ngo Hanh Phuc, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Mr. Nguyen Thanh Sinh, Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Ms. Vũ Thị Hiền Hạnh, Member of the Provincial Party Executive Committee, Vice Chairwoman of the Provincial People's Committee; along with leaders of provincial departments, boards, and agencies.

Mr. Tran Huy Tuan – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee presented the official appointment decisions to 14 newly appointed Directors and Acting Deputy Directors of specialized departments under the Provincial People’s Committee.

At the conference, the leadership of the Department of Home Affairs announced Resolution No. 05 of the Provincial People's Council regarding the establishment of specialized departments under the Lao Cai Provincial People's Committee, comprising 14 departments formed on the basis of merging corresponding units from the former Yen Bai and Lao Cai provinces.

Mr. Nguyen The Phươc - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People’s Committee - presented the official appointment decisions to the Deputy Directors of the Department of Home Affairs and the Department of Agriculture and Environment.

Mr. Nguyễn Thế Phước – Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People’s Committee – presented the appointment decisions to the Deputy Chiefs of the Office of the Provincial People’s Committee and the Deputy Director of the Department of Justice.

Specifically, the following agencies were established: the Office of the Provincial People’s Committee; the Departments of Finance; Construction; Agriculture and Environment; Science and Technology; Home Affairs; Industry and Trade; Education and Training; Justice; Culture, Sports and Tourism; Health; Inspectorate; Ethnic and Religious Affairs; and Foreign Affairs.

Additionally, the Decisions of the Chairman of the Provincial People’s Committee on personnel matters were announced, including: the appointment of one Chief of the Office of the Provincial People’s Committee; twelve directors and one acting deputy director; 107 deputy Heads of the 14 departments established under Resolution No. 05; two directors and seven deputy directors of the provincial Industrial Zone Management Board and the Economic Zone Management Board.

Delivering directives at the conference, Mr. Tran Huy Tuan - Chairman of the Provincial People’s Committee extended his congratulations to the newly established departments and their appointed leadership. He emphasized that the upcoming period will involve a heavy workload, requiring a strong, synchronized effort from the entire political system. The responsibility before the Party and the People is extremely significant both an honor and a profound duty to ensure that the new organizational model operates effectively.

In light of this, he called on all departments to focus on several key tasks, including: broadly communicating the policies, resolutions, and decisions of the Central Government and the Province on restructuring the organizational apparatus and personnel of Party committees, government bodies, agencies, and units; promptly implementing next steps in streamlining and consolidating organizational structures across departments and units; organizing the implementation and guidance of legal documents, especially the Constitution, revised laws, the amended Law on the Organization of local government, and 28 government decrees regulating decentralization, delegation, and the delineation of responsibilities within the two-tier local government system; fully leveraging the strengths and advantages of each agency and unit; encouraging department heads to rethink planning and resource allocation strategies; driving digital transformation, ensuring that 100% of administrative procedures are delivered electronically, irrespective of geographical boundaries; paying close attention to guidance, supervision, inspection, and monitoring of post-restructuring tasks, especially concerning the newly formed commune- and ward-level units.

Mr. Tran Huy Tuan expressed his expectation that leaders of provincial departments, boards, and sectors would continue to exhibit a pioneering spirit and exemplary conduct, demonstrate a strong sense of responsibility, maintain internal unity and cohesion, and quickly engage in their duties with a renewed, scientific, and grassroots-focused working style, and decisive action.

He urged each leader to truly become a core nucleus of unity and leadership to guide their respective units through the transition period. This includes strengthening ideological work, promptly stabilizing organizational structures, facilities, and working conditions, and proactively addressing challenges arising from the implementation of the new model.

“Now more than ever, the spirit of ‘daring to think, daring to act, daring to take responsibility, and daring to innovate for the common good’ must be strongly promoted, in order to foster a vibrant and determined emulation movement throughout the political system, contributing to the successful fulfillment of the political tasks of 2025 and the years to come”, he affirmed.

On behalf of the newly appointed department directors, Mr. Tran Minh Sang, director of the Department of Agriculture and Environment, expressed his deep gratitude to the Provincial Party Standing Committee, the Standing Committee of the People’s Council, the People’s Committee, and relevant agencies for their trust in assigning such an important responsibility.

“This is both an honor and a profound responsibility. We fully recognize the need for continuous effort to be worthy of the trust placed in us by the Party Committee, the government, and the people of the province”, he stated.

In our new positions, and with the responsibility entrusted to us as heads of departments and sectors, we pledge to work closely with the leadership team, civil servants, public employees, and staff within our units to promote unity and solidarity, uphold administrative discipline, continuously learn and innovate in our management thinking and working methods. We will inherit and build upon the achievements of our predecessor agencies, while also striving to further improve the quality and efficiency of our operations in the coming period.
