In detail, establishing the Provincial People's Committee Office and the following departments: Finance; Construction; Agriculture and Environment; Science and Technology; Home Affairs; Industry and Trade; Education and Training; Justice; Culture, Sports and Tourism; Health; Ethnicity and Religion; Foreign Affairs and Provincial Inspectorate.

The conference also heard a report on the results of merging provincial-level administrative units of Lao Cai province. Implementing Resolution No. 60 dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee and the Central Committee's conclusions on the arrangement of administrative units of Yen Bai and Lao Cai provinces, establishing the new Lao Cai province, the Provincial Party Committee, People's Council, and People's Committee of the two provinces have established steering committees, assigned specific tasks, developed detailed plans, and ensured progress and quality.

In the coming time, to ensure the smooth and effective operation of the new apparatus right from the initial stage of implementing the 2-level local government model, the Chairman of the Provincial People's Committee Tran Huy Tuan requested agencies, units and leaders, especially heads of agencies and units to focus on directing and widely disseminating policies, resolutions and decisions of the Central Government and the province on the arrangement of the apparatus and personnel of Party committees, authorities, agencies and units. Urgently deploy the following tasks on the arrangement and consolidation of the apparatus of agencies and units.
