LCP - On July 19, Mr. Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, together with the working delegation, had a meeting with Cam Duong ward and Trinh Tuong commune to review the operations of the local government apparatus following the administrative merger, as well as preparations for the upcoming grassroots-level Party Congress, term 2025 - 2030.

At the working session with Cam Duong ward, Mr. Tran Huy Tuan raised numerous questions and requested clarification on the operation of the administrative apparatus, the organizational model, as well as the arrangement and assignment of personnel in each position to ensure effective management and administration.

One of the key issues of particular concern to the Chairman of the Provincial People’s Committee was the operation of the Public Administrative Service Center of Cam Duong ward in receiving and processing administrative procedures for local residents.

He requested Cam Duong ward to conduct a thorough assessment of the practical implementation, clearly identify strengths and bottlenecks, and promptly propose solutions to address any shortcomings in order to ensure the best possible services for the people and businesses.

Basically, Cam Duong ward has gradually stabilized its organizational structure and maintained the effective operation of the local government. Mr. Tran Huy Tuan requested the Party Committee and authorities of Cam Duong ward to continue promoting a proactive, united, and flexible approach in performing their duties. He also urged the local authorities to enhance their capacity to handle arising situations, to continue driving tangible improvements in public service performance, and to further improve the effectiveness of grassroots government operations.

At Trinh Tuong commune, Mr. Tuan conducted on-site inspections of several key infrastructure and transportation projects being implemented in the area. He also inspected the facilities and operations of the Commune’s Public Administrative Service Center and reviewed the situation at several locations affected by natural disasters.

Mr. Tran Huy Tuan made a field visit to assess the situation at the Na Lac rice field area in Trinh Tuong commune, which was affected by Typhoon Yagi in 2024.

Through the inspection, he highly appreciated the proactive and responsible spirit of the local Party Committee and authorities in promptly implementing tasks following the administrative merger, stabilizing the mindset of officials, Party members, and local residents. He also commended their efforts in administrative reform, which have facilitated easier access to public services for the people.

The commune’s Party Committee and authorities have made great efforts to foster solidarity and unity in leadership and administration, with a focus on public reception, administrative procedure settlement, socio-economic development, and maintaining security and public order.

Regarding the preparations for the Commune Party Congress, term 2025 - 2030, the Standing Committee of the Commune Party Committee has developed a detailed plan, established sub-committees to serve the congress, and organized the dissemination and implementation of guiding documents from higher-level authorities. Personnel work has been carried out in a serious, democratic manner and in accordance with proper procedures.

During the working session, discussions focused on clarifying the difficulties the commune is facing in arranging personnel following the administrative merger, managing operations in an area with challenging and divided terrain, and proposing that the province continue to prioritize investment in infrastructure such as transportation, schools, and the power grid. These measures aim to create favorable conditions for the commune to ensure balanced development among its villages and hamlets, while also addressing existing issues related to information technology infrastructure.

In his concluding remarks at the working session, Mr. Tran Huy Tuan, Chairman of the Provincial People’s Committee, acknowledged and highly appreciated the efforts of the Party Committee and authorities of Trinh Tuong commune in overcoming difficulties, swiftly stabilizing the organizational structure, and promptly implementing socio-economic development tasks following the administrative merger.

He emphasized that Trinh Tuong, as a border commune with a strategically important position in terms of national defense and security and with significant potential for agricultural and forestry development, should continue to promote its internal resources and effectively leverage its existing strengths to achieve sustainable development.

Regarding the preparations for the Commune Party Congress for the 2025 - 2030 term, the Chairman requested the Trinh Tuong Commune Party Committee to strictly adhere to the guiding documents of the Central Government and the province to ensure the congress is held on schedule and meets quality standards. Special attention must be paid to the preparation of personnel for the new Party Committee term, selecting exemplary and practically capable cadres. Additionally, the congress must be conducted in a truly democratic manner, harnessing collective wisdom and fostering high consensus and unity, while setting out groups of tasks, objectives, and breakthrough solutions that are closely aligned with local realities.

Regarding the commune’s proposals and recommendations, Mr. Tran Huy Tuan provided specific guidance on each matter and assigned relevant departments and sectors to coordinate with the local government to advise the province on timely solutions to address post-merger difficulties and obstacles, particularly in terms of infrastructure, personnel work, the implementation of infrastructure investment projects, natural resource exploitation, and disaster recovery efforts.
